The Starmer government’s opportunity mission aims to “break the link between a child’s background and their future success”. To do this, the government has committed to improve children’s early development, setting a target for 75% of children completing reception year to attain a ‘good level of development’ (GLD) – or be ‘school ready’ – by 2028. The Best Start in Life strategy,1 published in July 2024, outlines how the government intends to achieve its ambition. This includes expansion of g
