In the words of the House of Commons Education Committee, the special educational needs and disabilities (SEND) system is “broken”.1 It is hard to disagree. The system was not designed to cope with anything like today’s levels of demand. Spending is unsustainably high – and growing. Outcomes are deteriorating, confidence in the system collapsing. Since Labour came to power in 2024, fixing the SEND system has come to be seen as an important test of its ability to deliver public service reform.
