This report provides a strategic assessment of how the Port of Bulalacao and Agila Subic can be developed into OFW hubs in the Philippines. It evaluates required port capacity upgrades, business models, deployment scenarios, international case study lessons, and actionable recommendations to support the country’s renewable energy ambitions. The two port locations were chosen based on previous studies and expected OFW port functions; upgrade requirements have been further detailed into practic
