The chancellor has announced that the next multiyear spending review will conclude in spring 2025. Spending reviews are a key vehicle through which the government can deliver its priorities. However, a number of problems have limited their effectiveness in recent years. This report examines these problems, and sets out steps the government should take to reform the spending reviews process.
