Traffic congestion occurs when the number of vehicles traveling on a road exceeds the capacity for which it was designed,1 causing bottlenecks and delays. In technical terms, congestion is measured using the road’s “level of service” — a scale from A (free-flowing) to F (severe congestion). Policymakers and planners typically aim to keep most roads operating within acceptable congestion thresholds, generally levels of service A to D.
