China’s energy transition and carbon neutrality will be pursued in balance with other social and economic objectives. National energy security is an overarching strategic goal at the centre of Chinese policy. Energy independence is targeted through energy conservation, energy switching, and expansion of domestic energy supply capabilities and underpinned by nationallycontrolled technology supply chains and, to the extent possible, domestic resource bases. However, the ambition for energy auto
