In response to growing concerns over the changing dynamics of the drug markets in Libya and the wider region – and at the request of the Libyan authorities – UNODC developed this research report to support evidence-based action aimed at addressing drugrelated threats and their impact. The National Strategy to address the repercussions of the spread of drugs and psychoactive substances phenomenon in Libya 2025 -2030 (henceforth the National Strategy on Drugs), endorsed by the Libyan Government
